First, I agree with you that brigades can be run as a very effective democracy right now if the chief is skilled at it and desires it. With a chief working this way the formal rules are not very important day-to-day, and changing them will make little difference. As the preamble to the new rules suggests, democracy is good; it makes for stronger organisations with a greater sense of ownership; its better for the brigade in the long term, and so better for the Fire Service. I think its excellent that this has been recognised... a small but important step forward. The issue really is for brigades where the chief does not, and I guess does not wish to start. In those places the membership must either decide to accept it or to press for change. There's really only two ways to pursue change: either try to change the chief to someone who wants to manage democratically (around here known as "the nuclear option"), or use the brigade rules to press for the brigade's democratic say on individual matters. I reckon many times the second option would be better (certainly less wailing and gnashing of teeth involved, and you'll start achieving culture change gradually), but you do need rules which support it. In many brigades, most of the time, it might seem TO THE MEMBERSHIP like an obvious and great idea to have the Chief take both operational and social leadership roles. In those circumstances, great... and the chief gets to move forward knowing that the brigade supports it, as voted every year. On the other hand, I think a separation of responsibilities is a great idea under certain circumstances, and a very useful thing to have up your sleeve. In short, I think its good for a brigade to have tools available to determine their own fate. If the majority would like things to be more democratic, it seems to me that these rules give them tools to use to make that happen more easily than the current ones. There is some dispute over Regulation 4.36 of the Vollynet constitution, and it would appear that due to a quorum not having been reached the AGM is constitutionally a non-event. It would appear that we may need to reschedule it for next year. We are awaiting notification from the Patron regarding this.
